21 plants and substations feed one unified safety monitoring system; work permits, the two-permit three-system regime and defect management all run online, from the same source as group OA approvals. Emergency command supports GIS positioning, repair crew dispatch and materials coordination, with an average fault recovery time of 42 minutes.
